The prior rating was held down by an unverified geofencing question, and that question is now closed: the operator supplied evidence of a hard country-and-state block enforced at the point of access, which SweepsGuard has reviewed directly. What keeps it from a higher tier is time rather than conduct. A sustained run of clean redemptions and continued responsiveness on disputes would support a further move.
